摘　　要：深化高校预算改革,构建新的经费预算编制和管理体系,应坚持突出投资重点、优化支出结构、区分不同性质、建立有效机制等基本原则,并制定科学合理的实施方案。Deepening the reform of university budget to construct the new budget preparation and management system should adhere to the following basic principles： highlighting investment priorities,optimizing the expenditure structure,distinguishing between different types,establishing effective mechanisms,and develop scientific and rational implementation programs.
