摘　　要：独立学院是一种具有中国特色的新型办学模式——原则上由具有博士学位授予权的公办本科高校向教育部申请,个人或企业投资共建的一种本科层次的普通高校。它把公办高校的优质教育资源和社会民间资本进行有机结合;它是我国高等教育大众化的产物,反过来又促进和推动了我国高等教育的大众化和平民化。自从20世纪80年代初改革开放以来,我国在经济上取得了巨大的成就,人们对高等教育的需求大大膨胀。尽管公办高校极力扩招,但受到边际生产力递减规律的制约,已无法单独承载国民对高等教育的渴求。因此中国高等教育必须进行改革,改革的必然趋势是:高校扩招,变精英教育为平民教育,教育实行市场化、社会化、产业化。独立学院的产生正是顺应这种改革的潮流,满足了民众对高等教育的渴求,弥补了我国教育资源的严重不足。Independent Colleges is a new type of school mode with Chinese characteristics which effectively combine high-quality educational resources and social capital into one under the promotion of the popularization of higher education. Since the policy of reform and opening up in1980＇s, China＇s economy has made great achievements, and there is a significant expansion of higher education. Although there is a strong expansion of public colleges and universities, they can not alone satisfy the nation＇s desire for higher education.
