摘　　要：可持续发展是以人为本的发展,可持续发展观的核心是人与自然的和谐发展。在价值观上,可持续发展是从过去人与自然的对立转变为和谐的关系。在发展观上,可持续发展是从过去单纯追求经济指标转变为以经济、社会和生态环境协调发展为目标。对首都北京来说,人与自然和谐方式的建立,需要通过两个层面体现:一个是建立人与自然和谐的生态环境系统;一个是建立以人的全面发展为中心的社会发展体系。人通过与自然和谐相处、和谐发展,最终实现人的全面发展。所以,确立以人为本的发展观,是实现可持续发展的关键。北京作为中国的首都,其发展思路、发展水平,无论在国内还是在国际上,都会产生重大的影响。北京特殊的社会地位,决定了北京应当成为实践可持续发展的榜样。论文从"以人为本"和可持续发展的视角,分析北京市水资源、人口规模、环境污染、城市交通、公众参与等方面存在的问题,提出北京市实现可持续发展的基本思路。Sustainable development is development based on human beings. The core of sustainable development is harmonious development of human beings and the nature. Sustainable development value changes the former hostile relation of human beings and the nature. The goal of sustainable development is to change pursuing economic benefits to realizing coordinated development of economy, society and ecological environment. The harmony of human beings and the nature in Beijing will be realized from two ways： the first is to establish ecological environmental system that keeps human beings and the nature harmonious; the second is to establish social development system that takes the comprehensive development of hmnan beings as the center. Development view based on human beings is the key to realize sustainable development. Beijing, as the capital eity of China, which has significant influence to China and to the world, will be a prominent sample of sustainable development practice. The article, from the perspectives of ＂human beings as the base＂ and sustainable development, analyzes problems in water resources, population scale, environmental pollution, city transportation, and the public participation in Beijing, and proposes the ways for Beijing to promote sustainable development.
