从后工业社会的服务行政构想看生态行政创新

摘　　要：面向后工业社会的服务行政不仅在于坚持"公民本位"或"社会本位"的价值理念,而且在于行政制度安排以及行政方式方法都具有不同于传统行政模式的变革与创新内容。在传统管理行政模式下的生态行政虽然还具有一定的历史合理性,但也已经存在诸多困境。而正在生成的以后工业社会服务行政为目标的服务型生态行政模式就是当代生态行政创新的必然选择和应有方向,也只有在这种服务型生态行政模式构建中才能真正破解传统管理型生态行政模式中的各种难题。The service-oriented administration in the post-industrial society distinguishes itself from the traditional mode of administration not only in terms of its adherence to the concepts of ＂citizen-orientedness＂and ＂society-orientedness＂but also in terms of its institutional arrangement and administrative means and methods.Ecological administration,implemented in the traditional mode,has already faced a lot of difficulties in spite of some historical legitimacy.Therefore,the nascent service-oriented ecological administration is the necessary choice and direction of administrative reforms and innovations.Only through constructing such a mode of administration can the problems in the traditional governance-oriented ecological administration be solved.
