摘　　要：科学发展离不开生态环境保护,生态环境保护离不开环境立法。实际上,科学发展客观上推动了环境立法的发展,反过来,环境立法从根本上为科学发展提供了保证。正是科学发展与环境立法这种双向互动才能够确保实现生态环境保护的最佳效果。Scientific development is inseparable from ecological and environmental protection,which can not do without environmental legislation.In fact,the development of science has actually promoted the development of environmental legislation.In turn,environmental legislation fundamentally guarantees scientific development.The interaction of scientific development and environmental legislation can ensure the best results of this ecological and environmental protection.
