国家经济安全定义与评价指标体系再研究

摘　　要：2008年国际金融危机的爆发,凸显了保证国家经济安全的重要性和紧迫性。准确地定义国家经济安全概念的内涵是建立科学的评价指标体系的前提条件。国内已有的关于国家经济安全的定义方式,混淆了国家经济安全与国家经济发展、国家经济稳定以及产业安全、区域经济安全等概念。实际上,国家经济安全是指一个国家经济战略利益的无风险或低风险的状态,表现为基本经济制度和经济主权没有受到严重损害,使得经济危机的风险因素处于可以控制的状态。基于此定义,可以设计出国家经济安全的两级评价指标体系及其不同的权重确定方法。The outbreak of global financial crisis in 2008made it clear that it is very important and imperative to protect national economic security,whose definition needs to be reconsidered to establish reasonable evaluation index system.In this paper,we present a new definition of national economic security,which differentiates its concept from the concepts of national economic development,national economic stability,industry security,and regional economy security by comparing and illustrating the approaches of state theory,ability theory and process theory.According to our definition,national economic security refers to the status of no/low risks of a nation＇s economic strategy benefits,in which no serious harm is made to the nation＇s basic economic policies and its economic sovereignty and the factors that might cause the financial crisis are under control.We further propose a two-level evaluation index system and two weight formulas based on the new definition of national economic security.
