摘　　要：针对高等教育质量管理问题,采用理论结合实践的方法,分析了高等教育质量形成和提高的基本保证,论述了大众化高等教育与精英高等教育的区别,提出了建立教学质量保障机制、牢固确立教学工作的中心地位等加强教育质量管理与监控措施。研究结果对提高高等教育质量的管理与监控有参考价值。In view of the higher education management problems,the paper analyses the basic guarantees of higher education quality formation and improvement by applying theory to practice and it puts forward teaching quality guarantee mechanism and measures to improve education quality management and monitoring measures such as establishing firmly the center position of teaching.The research conclusion has reference meaning for the improvement of higher education quality management and supervision.
