摘　　要：教育技术人员的技术能力评价是教育技术学中的一个重要且复杂的评价问题,运用还原论方法无法得出合理的结果。以钱学森提出的从定性到定量的综合集成理论为指导,运用模糊德尔菲法、模糊层次分析法以及模糊综合评判方法制订出针对教育技术人员技术能力的评价指标体系,并把此方案转化为可操作的网络计算机评价系统,做到量化、自动化,使评价更加客观。The evaluation of staff’s educational technology capability is an important and complex evaluation.We can’t get the result through the Methodological Reductionism.In this paper,Qian made from qualitative to quantitative integration of theory as a guide,use of the operational complexity of the evaluation method as Fuzzy Delphi Method,Fuzzy AHP and Fuzzy Comprehensive Evaluation to achieve the indicators of Educational Technology staff’s capability and use of computer system to evaluate Educational Technology Staff’s Capability objectively.
