摘　　要：科技计划项目评估咨询制度的核心是政府职能转变,而政府职能决定着政府管理的基本方向,因而从政府职能转变角度分析第三方评估制度具有重要意义。本文从服务型政府的理念出发,首先分析了目前科技计划项目管理中存在的政府职能问题,然后分析了引入第三方评估制度后政府职能的转变和第三方机构的职责,最后提出了第三方评估咨询的发展建议。The core of the evaluation and consultation of national S＆T planed projects is the transformation of government functions, and the functions of government decides basic direction of management, so from the perspective of the transformation of government functions the third-party evaluation system has important significance. Based on the concept of service-oriented government, this paper firstly analyzes the problems of government functions in national S＆T planed projects, then analyzes the transformation of governmental functions and duties of third-party agencies after introducing the third-party evaluation model, finally puts forward some suggestions on the development of the third-party evaluation consultation.
