摘　　要：由于应用服务提供商(ASP)服务市场的信息不对称、ASP提供商能力构成的复杂性、ASP客户的有限理性和ASP提供商的机会主义行为,导致ASP服务市场的效率低下。为了改善ASP服务市场的效率,有必要引入ASP提供商能力的第三方认证制度,用于缓解导致ASP服务市场效率低下的不利因素,从而改善ASP服务市场的效率。文章提出了ASP提供商能力第三方认证制度中的三个关键要素:ASP提供商能力认证框架、第三方认证机构的建立和第三方认证机构的监管。The information asymmetry of ASP service market,complexity of ASP providers＇ capability composition,bounded rationality of ASP customers and opportunistic behaviors of ASP providers resulted in the low efficiency of ASP service market.To improve the efficiency of ASP service market,it＇s necessary to adopt Third-Party Certification institution to certify ASP providers＇ capability,which can mitigate the negative factors leading to the low efficiency of ASP service market,and get ASP market efficiency improved.Three basic elements of Third-Party Certification institution are proposed： a framework of ASP providers＇ capability certification,establishment of Third-Party Certification organizations and monitoring and controlling over Third-Party Certification organizations.
