高校校院二级科技管理中的薄弱环节分析

摘　　要：高校实施校院二级科技管理模式是高校科技规模扩大和内部科技体制创新的必然要求。文章以华中农业大学为例,介绍了高校校院二级科技管理实施的背景,指出目前校院二级科技管理在权限划分、配套政策、绩效考核、管理手段、科研秘书队伍建设等方面存在的薄弱环节,并提出了相应的改进措施。Management mode of scientific researches at university-school two-level is the inevitable requirement of sci-tech scale enlargement and system innovation.Taking Huazhong Agricultural University as an example,background of the two-level scientific research management was informed in the paper.It was pointed out that there were some weak links in the fields of right division,supporting policies,performance appraisal,management means,construction of secretary of scientific research,etc.Corresponding improvement measures were also put forward.
