摘　　要：分析了突发性灾害的性质与特征；应用生态学的罗辑斯谛进化描述了灾害管理的战略目标；阐明了实行突发性灾害管理的“安全岛”战略，“差别化”战略与“成本优先”战略主张。This paper first deals with the properties and natures of dashing catastrophe. By use of the concept of Logistic evolution, second it gives out the strategy target of the dashing catastrophe management. End it suggests carrying out the safe island safe island, Differentiation strategy and the cost priority strategy into practice for the dashing catastrophe management.
