应用Delphi法评价南通各县公共卫生应急能力的可行性

摘　　要：目的探讨用德尔菲(Delphi)法评价南通市各县公共卫生应急反应能力的可行性。方法通过专家咨询和现场调查筛选指标并加以整理,确定权重,进行综合判断。结果县级公共卫生应急反应能力评价指标体系由4个一级指标,13个二级指标构成;通过线性综合评价模型,探索出一条比较县与县之间公共卫生应急反应能力高低的方法。南通市各县公共卫生应急反应能力顺序为启东>通州>海门>海安>如皋>如东。结论评价指标科学、可行性好,有较大的应用潜力,可为公共卫生应急管理提供参考。[Objective]To explore the feasibility of Delphi method in evaluation for the emergency ability of public health of counties in Nantong.[Methods]The expert consultation and field investigation were adopted to select index,and the comprehensive evaluation was performed after data arrangement and weight determination.[Results]The county-level evaluation index system of emergency ability of public health included 4 first grade indexes and 13 second grade indexes.With the linear comprehensive appraisal models,an approach to compare the difference of the emergency response capacity of public health among counties was founded.The emergency response capacities of public health of counties in Nantong were ranked in the following sequence：QidongTongzhuoHaimenHaianRugaoRudong.[Conclusion]The evaluation indexes are scientific and feasible,which have abroad application potential and can provide reference for public health emergency management.
