摘　　要：文章围绕黑龙江省生态省建设工作的实际情况，从分析生态省建设的背景入手，分析了生态省建设理论基础。对黑龙江生态省建设现阶段存在问题进行了相关研究。通过研究，不仅对黑龙江省生态省建设起到积极作用，而且作为一项技术与政策性研究成果，将对黑龙江生态省建设的各级政府制定相关决策起到应有的咨询支持作用，对具体生态省建设管理职能部门也有十分重要的参考作用和使用价值。This focus on building an ecological province of Hcilongjiang Province, the actual situation, from the analysis of the background of eco - province construction analyzes the theoretical basis for building an ecological province of Heilongjiang Province, the ecological problems in the building at this stage carried out relevant research.
