摘　　要：从一定的意义上说,21世纪是科技创新的世纪,科技管理人才在科技创新中的作用日益突出。因此,深入分析和认识当代科技管理人才应具备的知识结构和能力结构,对于培养和造就高层次的科技管理人才队伍,大力推进科学技术自主创新,构建创新型国家和和谐社会,具有突出的理论意义及实际意义。In a sense,the 21st century is the scientific innovation century,person with administrative talents in science and technology matters＇is day by day prominent in scientific innovation function.Therefore,the thorough analysis and the understanding present age person with administrative talents in science and technology matters should have the knowledge structure and ability structure,regarding the raise and the accomplishment top level＇s person with administrative talents in science and technology matters troop,advance the technical technology independent innovation vigorously,the construction innovation country and the harmonious society,has the prominent theory significance and the practical significance.
