摘　　要：系统办学是电大最突出的特色和优势,系统建设可以说是电大的生存和发展建设。系统建设应该确立什么样的目标,遵循什么原则,通过哪些途径来实现,作者结合基层电大工作实际,提出了自己的一些见解。System school,which could be thought of the survival and development construction of Radio TV universities,is the most prominent chracteristic and advantage of Radio TV universities.Centering on the target、principles and measures of systeme construction,the author proposed some opinions combining with practical work.
