摘　　要：文章以西方政府领导权力为轴心,对西方政府领导权力结构、职权模式以及责任体系进行对比分析,力求探寻西方各国政府领导权力活动的内在本质属性。This paper attempts to focus on the western governmental leadership, and make comparative analysis among the following three points： power structure and authority model, responsibility relationship of the western government, and then try to find out the intrinsic nature of the leadership in western government.
