摘　　要：文章通过对工会、教职工代表大会制度的起源与产生,分析了二者之间的职权与义务关系,并有助于更好地理解和发挥高校民主管理、民主监督作用,构建和谐校园。In this paper,the relationship between the right and duty of the working position is investigated by the traceability in the establish development of labor union and staff congress in the universities in China.It aims to make a step further to appropriately analyze and organize the democratic management and supervision,which is in order to build a harmonious environment.
