美国反倾销问题的新进展

摘　　要：通过研究美国自20世纪90年代中期以来采取反倾销措施针对的国家由过去的工业化发达国家向新兴市场经济体转移这一过程,发现美国反倾销申请提起的数量所呈现的变化,其原因在于世界经济环境的结构性改变和美国经济周期循环;从美国最近贸易法的立法和反倾销案的实践看,其反倾销机制的发展日益完善与成熟,将成为美国推行贸易保护主义的强有力工具和美国产业国际竞争时频繁使用的策略。The target nations against which USA took anti-dumping measures have shifted from developed nations to emerging economies since the middle of 1990s.The quantity of anti-dumping cases varies to a certain degree.The reasons behind it are the global economic structural changes and economic cycle in USA.Considering the development of legislation on anti-dumping issues and related cases in USA,the mechanism of anti-dumping becomes increasingly sophisticated and more mature.It has become a powerful vehicle for protectionists and market strategy for the American industry when facing with international economic competition.
