摘　　要：阐述了构建废弃电器电子产品回收处理之"付费制度体系"的"制造商责任制"、"消费者义务制"和"全过程管理"等基本原则,构建了废弃电器电子产品回收处理之"付费制度体系"模型,并从设立"废弃电器电子产品回收处理监督管理中心"、"废弃电器电子产品回收处理基金"及其相应职能的描述和制造商、进口商、零售机构、消费者和回收处理机构的职责和义务等方面对电器电子产品回收处理之"付费制度体系"模型的主要内容进行了详细论述。The principles of the payment system construction of waste electrical and electronic products, including manufacturer duty system, customer duty system and whole life controlling, were analyzed and the model of the payment system was constructed. The central contents of the model were introduced in detail from the establishment of waste electrical and electronic products recycling monitoring center and the fund of waste electrical and electronic products recycling, and the responsibility and duties of the manufacturers, importers, retailers, customers and recycling institutions.
