摘　　要：分析高新技术产业基地的制度性含义以及高新技术产业制度的一般演化逻辑,揭示演化视角下与开发区、高新区的制度性差异及其制度优势:集聚优势,专业化优势,创新优势。The paper analyzes firstly the institutional connotation of high-tech industry base and the general evolutionary logic of high-tech industry system,and then it reveals the institutional differences among economic and technological development zone,high-tech development zone,and high-tech industry base from the perspective of evolution.It suggests the advantages of high-tech industry base stem from agglomeration,specialization and innovation.
