摘　　要：妨碍民营企业承担社会责任的因素,既有宏观方面的,亦有微观层面的,还与制度环境之间存在着内在关系。目前我国推动企业社会责任进程的重心在民营企业,而民营企业承担社会责任的关键又在于让民营企业家拥有社会责任感。这一目标的实现要求政府建立一套有约束力关联机制,让民营企业家意识到:只有承担社会责任,才能形成企业经济效益和社会效益双赢的局面。The factors interfering with the private enterprises to bear social responsibility are the macro and the microeconomic aspects and the interrelationship between the private enterprises and the environment and the system.At present,the focus for the promotion of the corporate social responsibility is private enterprises and the key for the private enterprises to bear the social responsibility is their social responsibility.This goal requires the government to establish the related mechanism with constraints and it will make private enterprises realize that the win-win situation of the economic profit of private enterprises and social profit will be achieved when the social burden is accepted.
