扶贫顶岗实习支教的法律根据分析

摘　　要：国务院批转教育部《国家教育事业发展"十一五"规划纲要》国发[2007]14号文件中完整地使用了"顶岗实习支教"的概念。扶贫顶岗实习支教有赖于相应的法律制度作保障。搞清楚师范院校、受援学校以及地方政府三者对扶贫顶岗实习支教的权利义务法律根据,是扶贫顶岗实习支教的基础性工作,必将推动扶贫顶岗实习支教的持续稳定健康发展。The notion,replacement teaching practice,is mentioned fully in the No.14 document of the Ministry of Education of China on the 11th 5-Year Plan Outline for China＇s Educational Development,which was authorized for dispatch by the State Council.Poverty alleviation replacement teaching practice is a project of various benefits.However,how to keep it developing sustainedly and healthily depends on the guarantee of the law systems.It is essential for poverty alleviation replacement teaching practice project to define clearly,according to the law,the respective rights and duties of the normal schools,the practice target schools and the local governments.
