政府信息公开的理论基础及现实路径  

The Rationale and Realistic Way of the Government Information Publicity

摘　　要：政府信息向大众公开,不论是从有利于行政管理的法制化、科学化来看,还是从保障老百姓的知情权、加强其公民主体意识来看都是非常有利的。从理论层面上分析,政府信息公开是宪政的应有之意、是防止腐败、提高行政管理水平的重要举措。政府信息公开的现实路径主要有以下几方面:第一,政府应该切实转变观念;第二,公民应该提升主体意识;第三,政府应该建立内部考评制度和外部监督制度等。Opening government information is not only advantageous to the administration legalization, the seientitle style, but also can safeguard citizen＇s right to know and strengthen citizen＇s main body consciousness. Theoretically, the government information conforms to the constitutional government meaning, can prevent the corruption and is a way to improve the administrative level. In the reality, the government information publicized in our country already came to the promoted implementation stage. The realistic way of the government information publicity in dudes. Changing government＇s idea, strengthening main body consoiousness and establishing the mechanism of criticism in the government.
