摘 要:根据中国人民银行《关于进一步加强人民银行县(市)支行建设的意见》精神,为切实加强县支行建设,人民银行西宁中支就县支行分类管理、岗位整合(以下简称分类管理)问题多次深入州、县人行、金融机构、政府部门,倾听对县人行业务工作的意见建议。在此基础上,按照人民银行总行"定位清晰、职责明确、管理科学、运转协调"的总体要求和"因地制宜、有保有减"的原则,围绕西部欠发达地区县支行人员紧缺这一突出矛盾,着眼于当前和未来发展,着眼于局部和整体统筹规划,着眼于传统业务和现代科学技术的有机结合,依照新的"三定"规定,形成了以体制创新和业务流程重组为切入点,进行组织结构改造的县支行分类管理的思路。其核心是在现有传统直线职能型结构基础上,以有效管控授权机制为前提,引进柜员制,并借鉴前后端组织结构,增加异地远程业务处理系统,使之与柜员制相结合,构成新的业务流程。其特点是有效合理地配置人力资源,解决人员不足的突出矛盾,提高县支行运行效率。In line with the Views of the PBC on Further Strengthening the Construction of the PBCCounty Branches and the conclusions made by survey team from the headquarter during its visit to the county branches in Qinghai Province,Xining Municipal Branch visited state and county branches of the PBC,financial institutions and government departments to collect their opinions and on the construction of county braches through Category Management and Position Integration (referred to as Category Management hereinafter).In accordance with the headquater's requirements of clear positioning,distinct responsibility,scientific management,coordinated operation and principles of local-tailored and differentiated treatment,this paper discusses the measures to solve the problems of staff shortages in county branches in underdeveloped western regions by carrying out organizational restructuring focusing on system innovation and business process restructuring. To constitute a new business process on the basis of the existing traditional linear functional structure system,the major step is to introduce the teller system,effective managemengt,authorization mechanism,and front and end-desk structure.Its goals are to efficiently allocate human resource and fix the staff shortage.
