摘　　要：新世纪以来,欧盟一直强调要把文化因素融于任何对外政策与行动当中,努力扩大欧洲文化和价值观对其他国家或地区的影响。欧盟大力宣扬"文化多样性"和进行跨文化对话,希望以此创造一个自愿合作的环境,使不同文化背景的人能够共同生活、工作和创造,以克服不同政治和社会制度之间的紧张与冲突。这些做法有利于树立欧盟形象,推广欧洲价值观,使欧盟潜移默化地改变发展中国家和地区的生产、生活和思维方式。不过,欧盟主张"文化多样性"应以"多样性中的一致性"为最终目标,而一致性的内容就是欧盟努力推广的一系列理念和价值,包括自由、民主、人权、宽容和言论自由,等等。欧盟正是巧妙地以这种"融普适于特殊当中"的方式来发挥自身的文化软实力。The European Union since the new millennium has insisted on the promotion of culture as a vital element in its foreign policies with the aim of enlarging the influence of European cultures and values in the rest of the world.By maintaining cultural diversity and engaging intercultural dialogue,the EU tries to create a spontaneously cooperative environment in which people from different cultural backgrounds can live,work and create together to overcome the tensions and conflicts caused by different political and social systems.These measures help the EU to spread its cultures and values to the developing countries and exert a subtle influence on the people's way of producing,living and thinking.Unity In Diversity is the fundamental principle of the EU's Culture policy.Universality In Locality is the very way that the EU exercises its cultural soft power.
