财政分权对农村居民消费影响的实证研究——基于地方政府竞争视角

摘　　要：近年来,财政分权与经济增长关系成为经济学界研究的热点问题之一,而研究财政分权对居民消费影响的文章并不多见。基于1995～2008年中国省级面板数据,采用GMM分析方法,对财政分权对中国农村居民消费影响进行检验,结果表明:从直接影响来看,财政分权促进了我国农村居民消费水平的提高;而间接影响方面,财政分权通过拉大居民收入差距使农村居民消费下降;通过提高通货膨胀预期间接地降低了农村居民消费;通过扭曲财政支出结构使农村居民消费下降。Recently,the relationship between fiscal decentralization of authority and economic growth has been one of the research focuses in economic circle,but the number of researches about effect of fiscal decentralization of authority on rural consumption is limited.Based on the Chinese provinces panel data from 1995-2008,using GMM method,this article verifies the effect of fiscal decentralization of authority on rural consumption.The result shows：in the matter of direct effect,fiscal decentralization of authority improves rural consumption;while in the matter of indirect effect,fiscal decentralization of authority reduces rural consumption by widening income differential,raising the expectation of inflation and distorting the structure of fiscal expenditure.At last,we put forward policy advices according to the conclusions.
