摘  要:根据引水调控工程改善水环境的特征,基于水污染经济损失模型,提出了一种引水调控工程改善水环境的经济效益评估方法。水污染经济损失模型直接反映了引水调控工程实施前后经济损失量的变化,这种变化就是水环境改善的经济效益,而且基于国民经济统计体系的评估方法保证了基础数据的可靠性和易得性。以引江济太工程为实例,利用文中建立的方法计算了水环境改善的经济效益,并进行了成本效益分析。结果显示,2002~2005年引江济太改善水环境的经济效益为23.0亿元,效益成本比值达到81:1,工程经济效益十分明显。According to the feature of water improvement of the water control and diversion project, a method for economic benefit assessment on water environment improvement from water control and diversion project is put forward herein. The change of the economic losses before and after the implementation of water control and diversion project can be directly reflected by the water pollution model, and this change is just the economic benefit from the improvement of water environment. Moreover, the reliability and accessibility of the basic data concerned are ensured by the assessment method based on the national economic statistics system. Taking the Project of Water Diversion from Yangtze River to Taihu Lake as an actual case, the economic benefit from the improvement of water environment therein is calculated by the method given herein, and then the relevant cost-benefit analysis is made as well. The result shows that the economic benefit from the water environment improvement during 2002 - 2005 is 2. 3 billion Yuan(RBM) and the benefit-cost ratio is up to 81 : 1 with a significant economic profit.
