人地关系转折时期对策—调整结构与一体化战略——解读“欧洲2020战略”与“长江三角洲地区规划”

摘　　要：根据同在2010年上半年发布的两个世界重大区域发展战略与规划内容,进行了对比分析,研究了21世纪世界将面对人地关系发生重大转折的应对策略,不同发展水平、阶段、不同社会经济背景的地区,都采取以科学技术创新为前提、调整经济结构、加强区域一体化的战略对策。文章比较了两大区域规划思路、内容、方法的异同,根据"欧盟战略"特点,对实施"长江三角洲一体化"提出了具体建议。In June,the Europe 2020 strategy was approved by the European Commission,putting forward a strategy for smart,sustainable and inclusive growth.While a month ago,the Regional planning of Yangtze River Delta was also passed by the State Council of China,the planning which is trying to reinforce the cooperation and to enhance the integrated competitive ability of the cities there.In the first half of 2010,both of them were the great regional planning in the world.According to their contents,the authors gave a specific comparative analysis of the two planning,and also researched on the strategies which were put forward by them,to cope with the great transformation of man-land relationship that faced in the 21th century,despite the different levels and phases of development,and the unlikeness of economic and social background.Both of the two planning adopted the strategies of technological innovation,economic restructure,and enhancement in regional integration.After comparing the different ideas,contents,and methods of the two great planning,the authors gave some advises to put the integration of Yangtze RiverDelta in into practice.
