摘　　要：基于WSR方法论,构建了企业全面质量管理(TQM)的物理因素、事理因素、人理因素的三维结构体系,建立了绩效评价函数模型,并对物理、事理、人理因素分别进行了分析阐述,指出了人理因素是企业实行全面质量管理时应该重点考虑的因素。Based on WSR methodology, it constructs enterprise total quality management （TQM） system such as physical factors, sensible factors and human factors management system, builds its performance of three-dimensional structure function model, describes physical, sensible, people management factors separately. It shows that human management factors are what enterprises should focus on significantly in the process of total quality management.
