摘　　要：企业要发展,人才是根本。企业的管理创新、技术创新、制度创新、产品研发及技术攻关,都离不开人才。在市场竞争日趋激烈的新形势下,要坚持"以人为本",牢固树立"人才资源是第一资源"的理念。加强企业人才队伍建设,可以通过分配制度、职称改革和增加资金投入的方法和人才培养工程,调动各类人才的积极性和创造性,全面提升企业整体素质和核心竞争力,促进企业做大做强。Talents are the foundation of enterprise development. Management innovation, technological innovation, system innovation, product development and technology research of enterprise are inseparable from talents. Under the new situation of increasingly fierce market competition, the mind ＂people-oriented＂ and ＂talented person resources is the first resource＂ must be insisted on. By means of distribution system, reforming professional titles and increasing funding, talented person troop construction can be strengthened. In addition, training programs can mobilize the enthusiasm and creativity of all kinds of talents, elevate the overall quality and core competence of the enterprise, and promote the enterprise biggerand stronger.
