摘　　要：科学发展观是我国经济社会发展的重要指导方针和战略思想,高等院校是社会的一个子系统.高校干部队伍是高等教育事业的核心和中坚力量,是高校有效配置利用各类资源、发挥社会功能的主体.干部队伍是否作为,是高等教育事业发展成败的关键.基于高校的工作实践和理论研究,在科学发展观理论指导下,就高校干部行政作为,从贯彻人本理念、遵循统筹兼顾的方法、坚持科学发展等3个方面提出了思想理念和工作方法.The scientific development concept is the important guideline and strategic think in China′s economic and social development.Institution of higher education is a sub-system of society.The cadres of higher education institution are the core business backbone.The conduct of cadre troop is the key of higher education development.Based on the working practice and theory research,under the guidance of scientific development theory,the thought ideas and working methods are put forward from the aspect of people-oriented,overall consideration and scientific developmtne concept.
