摘 要:居住是人类的基本需要,住房是人类生存和发展的基本条件,享有适当住房的权利是人的基本权利。政府为个人住房抵押贷款提供担保是政府对住房和住房金融市场进行间接干预和调节,保障中低收入者住房权利的重要手段,其目的在于以政府信用增强、补充和提升中低收入者的信用,改善和调节住房金融市场的交易条件,鼓励和引导金融机构向中低收入者发放高比例的个人住房抵押贷款。它有利于维护和提高住房市场的竞争秩序和竞争效率,并可通过担保资金所具有的"杠杆效应",扩大财政资金的支持面,提高财政资金的使用效率。Housing is the basic condition of human survival and development,and being entitled to the right of housing is human basic right.Government's providing guarantee for personal housing mortgage loan is an important tool for the government to directly adjust housing financial market,and to secure the housing right of the middle and low-income.It is instrumental to safeguard and to improve the competence order and efficiency of housing market,by means of guarantee fund's leverage effects,to expand and increase the supporting plane and use efficiency of fiscal fund.
