摘　　要：资源要素制约下的公共交通发展战略研究对于统筹发展各种交通运输方式及其优化配置具有重要意义。文章通过分析交通资源的制约要素,提出优先发展公共交通的必要性。立足于浙江省公共交通发展现状及问题,探讨了资源要素制约下的浙江省公共交通优先发展战略,为浙江省积极发展公共交通提供了一种思路。The study of the public transport development strategy under the constraints of resources element is important in co-ordinate developing various transportation and resource allocation.This paper raised the need to give priority to the development of public transport by analyzing the constraint elements of transport resources.Basing on the current situation and problems of public transport in Zhejiang Province,this paper discusses public transport priority strategies under the constraints of resources element,and puts forward the basic idea for the positive development of public transport.
