摘　　要：新型农村社会养老保险是党和国家制定的一项重大惠农政策。河北是农业人口大省,伴随着老龄化社会的到来,农村养老问题日益突出和紧迫。为了实现农村人口老有所养,确保这项惠农政策的公平与普惠,河北省在积极推进新型农村社会养老保险工作并取得很大成效的基础上,应进一步加快立法保障,在制度设计上实现与其他相关政策的有效衔接,对基金管理模式进行改革,在保证基金安全的前提下,提高保值增值能力;在搞好政策宣传的同时,充分尊重农民的参保意愿,不断加大投入力度改善软硬件建设,使新型农村社会养老保险真正惠民便民。A new type of rural endowment insurance is one of the party and national policies. The agricultural population of Hebei Province is very large. With the arrival of aged society, the rural endowment is increasingly becoming urgent and pressing. In order to benefit the rural population and ensure the equality and universality of the policy, HeBei Province has actively promoted new-type rural endowment insurance and made great achievements. Further efforts should be made to speed up the security of legislation and connect it with other related policies, and reform the fund management model. The farmer＇s intention to the insurance needs to be respected;The investment needs to be increased to improve the software and hardware construction,thus making a new type of rural endowment insurance real beneficial and humane.
