摘　　要：随着信息产业部正式批准IP电话试运营以及中国电信、中国联通和中国吉通公司IP电话试验网分别在中国各大城市开通,公众对IP电话业务的关注率直线上升.几乎一夜之间,IP这个象征未来网络时代的高科技名词变成了千千万万普通老百姓的口头禅.那么究竞什么是IP电话,IP电话的服务质量如何,国外电信运营公司及ISP发展IP电话业务的策略是什么,IP电话业务在发展过程中会遇到哪些问题,各国政府对IP电话业务持怎样的态度,以及IP电话业务未来发展的趋势是什么?《现代电信科技》特别为专程参加99’国际Internet及IP电话技术研讨会、并发表了长篇演讲的信息产业部电信科技情报研究所张荣副所长采写了专题报道,作为本期热点话题,以飨读者.With MII' s official approval of IP Phone trial operation in China and China Telecom, China Unicom and Jitong Corp. 's IP Phone Trial Networks starting operation in various big cities in China, the public attention to IP Phone service is shooting up. Therefore it comes the questions: what is IP Phone, how is China going to introduce IP service and what are the key technologies to realize IP Phone. This paper gives the brief introduction to the service, products, standards and regulation of IP Phone. The government' s attitude toward IP Phone in different countries and the prospects of IP Phone are also introduced and some data are given as well.
