摘　　要：本文从应急管理体系全系统的视角,对企业突发事件应急管理体系的运行机理和运行过程进行创新设计,并结合具体案例,从全系统的视角对企业应急管理体系进行创新设计。全系统的应急管理体系研究不仅有益于企业应急管理理论研究范围的拓展,更有助于企业从宏观层面构建完备的应急管理体系,并通过各子系统的协调配合使应急管理工作井然有序地开展,将危机带来的损失降到最低,从而提升企业的危机管理能力。From the system-wide perspective,this paper makes a innovative designs for the operation mechanism and operation process of emergency management system of enterprises.Then it designs an emergency management system from the system-wide perspective using a specific business case study. System-wide emergency management system is not only beneficial to the business expansion of theoretical research, but also helps companies build comprehensive emergency management system from a macro level. Through the coordination of various subsystems, companies will minimize the loss of crisis to enhance crisis management capabilities.
