摘　　要：当前,中国公共危机形势比较严峻。治理理论认为,公共危机管理不应只是定位为政府领域的管理,而应将它定位为一种全社会领域的管理,以充分发挥NGO等社会主体的作用。因此,要明确政府与NGO的角色定位,健全NGO参与公共危机管理的体制、机制与法制,以实现公共危机管理的"善治"。The current situation of public crisis in China is serious.According to administrative theory,management of public crisis should not only be confined to government but be positioned as management of the whole society,which will give full play to NGO.It is therefore necessary to specify the relation between government and NGO and perfect the system,mechanism and laws for the application of NGO in management of public crisis so as to realize a sound development of public crisis management.
