西南地区基础教育经费投入的调查报告

摘　　要：通过深入的实地考察,我们发现西南地区基础教育特别是义务教育的经费状况已经明显改善。但是,仍旧存在办学条件特别是基础设施严重落后、学校办学经费困难、人们对政府相关工作的满意度偏低的问题。因此,西南地区各级政府应进一步把基础教育摆在优先发展的战略地位上来,加大对基础教育的重视力度;应建立以中央和省级财政为主的基础教育经费筹措体制,进一步加大中央和省级财政对西南基础教育的投入力度;要在尽快实现财政性教育经费占国民生产总值比重4%以上这个目标的基础上,进一步解决历史上遗留下来的对教育的欠账问题;与此同时,加强县级政府特别是县级教育行政部门在教育经费管理方面的责任与权力。Through a vast amount of questionnaire and on-the-spot investigation,we find that basic education in southwest area,es-pecially funds situation of compulsory education has shown obvious improvement.However,there are some problems such as conditions of running schools,especially infrastructures fell behind seriously,outlay of running schools were difficult and people’s degree of satisfaction for government’s related work were low.Therefore,all levels of governments in southwest area should put basic education on the priority to develop,attach importance to basic education;should establish system of collecting funds of basic education mainly by central and provin-cial finance,enhance central and provincial finance’s funds further for basic education in southwest area;on the basis of goal that financial educational funds take up 4 percent in gross national product（GNP）,further solves educational outstanding accounts left over by history.A t the same time,we should strengthen county government,especially county educational administrative department’s duties and rights on e-ducational funds’management.
