摘　　要：政府购买服务效率评价是政府购买服务项目反馈与管理工作的重要基础。在概括政府购买服务国内外研究现状及绩效评价研究成果的基础上,采用系统工程的DELPH I方法构建用于政府购买服务效率评价的指标体系,结合专家访谈、调查问卷等方法获取有效数据,建立基于SOM神经网络的效率评价模型,以"居家养老"服务为例对政府购买服务进行实证研究,为提高政府购买服务效率提出合理化建议。Efficiency evaluation of the government purchasing services is an important foundation of item feedback and management.On the basis of generalizing the research situation at home and abroad of the government purchasing services,and research results on efficiency evaluation,the method of DELPHI,which is from systems engineering,is adopted to establish evaluation index system of efficiency evaluation on the government purchasing services.Effective datas were available through experts interviews and questionnaire etc.A performance evaluation model based on SOM neural network has been set up.By using the model,we do an empirical study of government purchasing services with the ＂family endowment service＂ as an example to evaluate government purchasing services efficiency.Some rational proposals are given to improve the government purchase services efficiency.
