摘　　要：近年来,随着科学技术的发展,与以往相比,企业面临的是一个更加开放和复杂的外部环境。作为发展中国家,如何通过科学、合理的制定产业政策来提高我国产业竞争力,加快经济发展的步伐,一直是理论界讨论和探索的方向。首先对传统产业政策框架进行总结和分析。其次进一步讨论在动态环境下,构建产业持久竞争优势的模式,并强调政府的产业政策应从产业内部核心资源、关键能力的培育、外部市场建设等方面系统的考虑,力争通过有效的资源配置措施,使产业内部的资源与外部的环境相匹配。最后,提出动态竞争优势视角下的新式产业政策框架体系,以期为我国的产业发展提供一定的帮助。In recent years,with the development of science and technology,enterprises are confronted with a more open and more complicated external environment compared with previous years.As a developing country,how to improve Chinese industry competitiveness and accelerate theeconomic development by scientific and reasonable establishment of industrial policy is a topic of debate and exploration in the theory cycle.This paper firstly summarizes and analyzes the analytical framework of traditional industrial policy.Secondly,the establishment of a model of durable competitive advantage in dynamic environment is further discussed,and emphasis is put on that government shall take the internal core resource,key competency cultivation and external market construction into systematic consideration when establishing the industrial policy,striving to match the internal resource of the industry with the external environment by effective resource allocation.A new type industrial policy framework system is proposed from the viewing angle of dynamic competitive advantage to provide certainhelp for Chinese industrial development lastly.
