摘　　要：企业的自主创新离不开政府的作用。自主技术创新内在地要求企业具备设计完善的技术创新运行机制,外在地需要政府建立健全促进技术创新的支撑体系。首先对自主技术创新的概念进行界定,然后在对重庆自主创新现状进行分析的前提下,以政府的视角从现代企业制度、产权保护、技术交易市场、激励和融资等方面和以企业的视角从创新导向、资源投入、激励和协调等方面对自主技术创新机制进行了探讨,以期能为创新主体和政策制定者提供决策参考。Independent innovation of enterprises is inseparable from the role of government.Independent technological innovation inherently require the enterprises to have well-designed operating mechanism of technological innovation and externally need the government to establish a sound support system for technological innovation.Firstly,this paper defines the concept of independent technological innovation,and then under the premise of analyzing the status of independent innovation in Chongqing,with a perspective of government from a modern enterprise system,protection of property rights,technology trading market,incentives and financing aspects and with a perspective of enterprises from the innovation-driven,resource inputs and incentives and coordination,discusses the mechanism of independent technological innovation,with a view to help the main body of innovation and policy makers for decision-making reference.
