摘 要:研发绩效评估方法是实现研发绩效管理的技术手段。在对研发绩效评估方法进行梳理和比较的基础上,结合BSC和AHP两种方法的特点构建BSC-AHP研发绩效评估方法。该方法针对研发的特点将学习与创新视角分解为创新和学习与成长两个视角,从五个维度诠释战略,并采用文献回顾法和专家问卷调查法确定各个指标及其定义,应用AHP确定每个指标的权重。该方法能够充分发挥BSC作为业绩评价和战略管理的桥梁,实现了BSC从一个框架到一个能够实际操作的工具的转换,为研发绩效评价提供一个通用方法。The method for performance evaluation of R&D is a technical means that realize performance management of R&D.The method for performance evaluation of R&D has been combed and compared in this paper.Based on the alliance of the characteristic of BSC and AHP methods,BSC-AHP method for performance evaluation of R&D is developed.According to the characteristic of R&D,this method has divided learning and innovation dimension into innovation perspective and learning and growth perspective and strategy is illustrated from five perspectives.By means of the bibliographic review and questionaire survey to experts,we identify the indicators and the definition of each of them and determine each value of the indicators by applying AHP.The methodology would be able to give full play to BSC as a bridge between performance evaluation and strategic management,realize the trasformation from a framework to a practical application method,and provide a general meassure for performance evaluation of R&D.
