公共危机治理的新制度主义阐释

摘　　要：风险社会的公共危机是人类实践活动所造成的制度性危机,制度变迁和制度创新是公共危机治理的基础,公共危机治理及其制度变迁与创新都需要交易成本。公共危机治理需要变消极的危机应对观为积极的危机治理观、变静态的稳定观为动态的稳定观,需要增强社会的危机治理责任意识和成本意识、建立正常的危机信息公开和发布机制。只有打破路径依赖,创新危机治理制度、建立危机治理机构才能降低危机治理的交易成本,达成公共危机的有效治理。Based on the theoretical analysis on institution,the theories of institution change and transaction costs of new institutionalism meet with the need for the governance of public crises in risk society effectively.From the perspective of new institutionalism,public crises in risk society are institutional crises caused by the practice of human beings.The change and creation of institutions is the basis of governance of public crisis.Both the governance of public crisis and the change and creation of its governance institutions need transaction costs.The governance of public crisis needs to transfer the notion of passive response to the notion of active governance to public crisis,transferring the notion of stationary stability to the notion of development stability,and needs to strengthen the society＇s sense of responsibility and sense of costs to the governance of crisis,to establish a normal mechanism to release relative information.To achieve effective governance of public crisis,we must break path dependence to innovation the crisis governance system and establish a crisis governance institution to reduce transaction costs on the governance of public crisis.
