摘　　要：建立起能够为技术创新和战略决策提供支撑的技术竞争情报系统是提高我国企业竞争力的有效途径。构建集结构、流程、功能、方法、工具和工作模式为一体的企业技术竞争情报系统概念模型,即兼具组织网络、信息网络和人际网络的结构;遵循规划、搜集、分析、传递、应用和评价构成的操作循环流程;在适当的情报分析方法和工具的支持下,采用扫描、监测、预测和评价工作模式;实现环境监视、市场预警、技术跟踪、对手分析、策略制定和信息安全六大功能。Establishing a competitive technical intelligence system to support technology innovation and strategic decision-making is an effective way to enhance the competitiveness of our enterprises. A conceptual model of competitive technical intelligence system with structures, processes, functions, methods, tools and models is developed. Competitive technical intelligence system should have the integrated structures of organizational networks, information networks and human network, follow the processes of planning, collection, analysis, disseminate, application and evaluation, in the appropriate intelligence analysis methods and tools, supported by scanning , monitoring, prediction and assess models to achieve six functions, which are environmental monitoring, market early warning, technical tracking, competitors analysis, strategy formulation and information security.
