摘　　要：目的:了解异地就医人员需求、管理现状,提出改进意见和建议。方法:向前来办理异地就医手续的人员发放问卷调查。结果:异地就医人员来源广泛,遍布全国28个省市、自治区,管理难度大;在全部问卷中,"异地居住"人数最多;认为异地就医后医疗费用报销"不方便"的占绝大多数。结论:建议尽快制定统一的异地就医管理规范、操作流程,提高异地就医监管实效;建立医保管理网络信息平台;提高医疗保险统筹层次,有效减少医保经办机构、定点医院及参保人员困难和压力,促进和谐医保、便捷医保的发展建设。Objectives：To understand the off site patient＇s medical demand,off site medical care management status and give suggestions for improvement.Methods：Persons who applied for off site treatment were received a questionnaire survey.Results：People who receive off site medical care has spread in 28 provinces and autonomous regions in China which makes great difficulty in management.In all questionnaires,people ＂living in non-local places＂ are the largest group.Inconveniences in medical expenses compensation was the main problem in off site medical care management.Conclusions：The unified management criterions and operation process of off site medical care should be formulate as soon as possible.Medical insurance management network platform should be founded.Medical insurance pooling level should be improved.Difficulties and pressures in medical insurance agencies,designated hospitals as well as the insured patients is considered to be reduced to help shaping harmonious and convenient medical insurance management.
