摘　　要：2010年2月2日住房和城乡建设部下发了"关于印发《城市综合交通体系规划编制办法》的通知"(建城[2010]13号),2010年5月16日又下发了"关于印发《城市综合交通体系规划编制导则》的通知"(建城[2010]80号),这两份文件对加强城市综合交通体系规划编制工作具有重要的指导作用。在回顾中国城市交通规划工作发展的基础上,重点剖析了城市交通规划工作面临的问题,以及加强城市综合交通体系规划的迫切性和必要性,并对两个文件的主要内容进行了分析解读。Ministry of Housing and Urban-Rural Development of the People＇s Republic of China has released ＂Procedures of Urban Comprehensive Transportation System Planning＂（[2010] file #13） and ＂Guidelines for Urban Comprehensive Transportation System Planning＂（[2010] file #80） respectively on February 2 and May 16,2010.The two documents play an important role in guiding the improvement of urban comprehensive transportation system planning.By reviewing the development of urban transportation planning and analyzing existing problems in the procedures of transportation planning in China,this paper stresses the urgency and necessary to improve the procedures of urban comprehensive transportation system planning,and discusses the key contents of the two documents.
