摘　　要：广西环北部湾高校起步晚、基础差、规模小、层次不高,培养人才数量、质量远远不能满足广西沿海地区乃至整个北部湾经济区高素质人才的需求。广西环北部湾高校的设置、布局和整合应遵循适度超前发展、与地方经济社会发展相协调、结合实际彰显地方特色、联合办学等原则;自身的功能定位应立足于为加快广西北部湾经济区、中国—东盟自由贸易区经济社会发展以及泛珠合作和大湄公河次区域合作、深入实施西部大开发战略、推动区域协调发展提供科研和人才支撑、人才保障,为把广西建设成为富有时代特点和民族特色的文化先进省区服务。Due to the short history,weak foundation,small scale and low level of the universities and colleges around North Gulf in Guangxi,both quantities and qualities of the talents can not fulfill the need of economic development in Guangxi coast area,let alone in the whole North Gulf economic zone.The establishment and distribution of universities and colleges should follow the principles：appropriately exceeding development,coordination with the local economic development,emphasis on local characteristics and education in coalition form.To quicken the development in both economic zone in Guangxi North Gulf and Asian Free Trade Area,Pan-Pearl River Delta Cooperation and Economic Cooperation in Great Mekong Subregion,and to implement the development strategies in western areas,the universities and colleges should realize their functions——providing the talents and scientific research support for developing Guangxi Province into a culturally advanced province with modern national characteristics.
