科技型中小企业技术创新基金运行问题及对策研究

摘　　要：科技型中小企业技术创新基金实施运行过程中存在着资助总额不足、对各区域的扶持力度不均、实际执行过程中信息不对称、扶持期限短、审核周期长、实际拨款滞后等不利因素,限制了技术创新基金的长远发展。其完善对策是:继续加大财政资金的投入,扩大基金政策的受益面;坚持以市场为导向,推动科技型中小企业与资本市场的有效对接;适当降低基金资助门槛;调整技术创新基金的扶持模式;缩短创新基金项目的审核周期;完善监督管理工作,规范基金运作流程;技术创新基金服务机构要提高服务质量。The unfavorable factors,such as insufficient total financial aid,unbalanced support in different regions,and asymmetrical information,short supporting but long auditing period,and delayed appropriation in practice,restrain long-run development of innovation fund in small and medium-sized technological enterprises.The solutions are to increase investment of financial fund and benefited scope of fund policy,to advance effective joint between small and medium-sized technological enterprises and capital market oriented by the market,decrease the condition of fund aid,adjust supporting mode of innovation fund,shorten auditing period on innovation fund project,and improve supervision,process of fund operation,and service quality.
