摘 要:政府绩效被视为一定时期内"政府的成绩单"。显然,绩效是时间的函数。确定合适的评价周期有助于评价工作及评价结果的合理性、科学性和稳定性。本文认为,评价周期主要受社会经济发展周期、政府官员任职周期、财政预算周期、数据获取周期等因素影响。本文利用2007-2009广东省地方政府整体绩效评价实证数据,检验了三个不同周期对评价结果的影响,并提出我国地方政府整体绩效评价以三年为期的建议。Government performance is considered as "Final Results List of Local Government" in a certain period. Obviously, the performance is function of time. A suitable evaluation period of government performance is helpful to improve the reasonableness, stabilization and scientificalness of the evaluation work. This paper analyzes the four forms of the cyclical fluctuation in government performance evaluation in our country: social economic development, administrative tenure, financial budget and statistical data. Furthermore, based on the empirical data of overall performance of local governments from 2007 to 2009 in Guangdong province, we analyze three different evaluation cycles and their influences on the evaluation results. Finally, we suggest that the evaluation period of overall performance of local governments in our country should be three years.
